Puerto Rico is in shambles after Hurricane Maria swept across the island. Millions are without power, and a long term solution is a ways away. Puerto Rico's status as a territory and not a state makes the situation even more complicated. Rep. Joaquin Castro (D-TX-20) says "Puerto Rico should be allowed to be a state if they wish."
