We talk with Andrea about her top rules for anyone buying a car. Riley notes that monthly car expenses, which include payments, fuel, insurance and maintenance, should only be 20% of your budget. Riley adds that car-buyers should also research reviews for each car and dealer and review their credit report before going in.
